Floro Cubelo Appointed to ICN 2027 Scientific Committee

Floro Cubelo, Chairperson of the Filipino Nurses Association in the Nordic Region (FiNAN), has been appointed as a member of the Scientific Committee for the International Council of Nurses (ICN) Congress 2027, which will take place in Taipei, Taiwan from 8–11 July 2027.

Nordic Region- Floro Cubelo, Chairperson of the Filipino Nurses Association in the Nordic Region (FiNAN), has been appointed as a member of the Scientific Committee for the International Council of Nurses (ICN) Congress 2027, which will take place in Taipei, Taiwan from 8–11 July 2027. The appointment places him among international nursing academics, researchers, and leaders who contribute to shaping the scientific direction and program of one of the world’s most significant nursing congresses.

Working Alongside Global Academics and Nurse Leaders

As a committee member, Cubelo will participate in evaluating scientific submissions, guiding thematic priorities, and helping ensure that the Congress reflects current evidence, emerging challenges, and global perspectives in nursing. The role involves collaboration with experts across research, education, and clinical leadership—strengthening international dialogue on nursing practice and workforce development.

Extensive Research Background and Scholarly Contributions

Cubelo has an established academic profile in the field of migrant nursing workforce studies. His doctoral research at the University of Eastern Finland examined the recruitment, integration, and long‑term retention of internationally educated Filipino nurses in the Nordic countries. The dissertation produced a structured model for ethical and sustainable workforce mobility- an area increasingly relevant to global health systems.

Cubelo’s scholarly work spans nursing education, nurse migration, public health, international nursing students, and internationally educated nurses. Within just four years, he has independently and collaboratively produced more than 20 international peer-reviewed publications, reviewed over 70 scientific manuscripts for various high-impact health science journals, and served as an Editor of Nursing and Health Sciences. In addition to his editorial and research activities, he has supervised Bachelor’s theses, contributing to the development of future nursing professionals while strengthening evidence-based practice and international academic collaboration.

Cubelo’s work continues to intersect research, policy, and practice, making his insights relevant to ongoing global discussions on health workforce shortages and cross‑border mobility.

Professional and Organizational Leadership

Alongside his academic contributions, Cubelo has been actively involved in strengthening the professional visibility and development of Filipino nurses across the Nordic region. Under his leadership in FiNAN, the association has supported initiatives related to mentorship, integration, continuing education, and collaboration with universities, health institutions, and migrant organizations. His background as a nurse educator, NGO leader, and collaborator across Nordic and international networks reflects broad competence in workforce development, intercultural education, and ethical recruitment practices.
